これに加えて限定項目があります。限定項目とは「昼間飛行」「目視内飛行」「２５kg未満の機体」と設定されており、それぞれ限定を解除することが可能です。例えば２５kg以上の無人航空機で「第３者上空の目視外飛行」を行いたい場合は「一等無人航空機操縦士 技能証明を取得し、【２５kg未満の機体の操縦に限る】【目視内飛行に限る】項目を解除した技能証明を取得する必要があります。

国は、レベル４の実現に向けた飛行リスクの程度に応じた3つのカテゴリー(リスクの高いものからカテゴリーⅢ、Ⅱ、Ⅰ)を設定し、カテゴリーに応じた規制を適用しました。

リスクが低く現行の 航空法において許可・承認を要しない飛行です
・カテゴリーⅡ
目視外など比較的リスクの高い飛行を 行うが、立入管理措置を講じることにより第三者上空の飛行は行わない飛行(現行の 航空法において許可・承認を受ける必要がある飛行)
・カテゴリーⅢ
機体認証及 び操縦資格の取得を必須とし、カテゴリーⅡの飛行においては、原則、機体認証及び 操縦資格を有している場合には、操縦者が安全確保措置を適切に講じること等 を前提として、飛行毎の許可・承認を不要としています。

学科試験、実地試験、身体検査に合格する必要があります。
実地試験は登録講習機関の提供する講習課程を修了した者については免除されます。
